My daughter has had these red bumps all over her body for 3 months, some are large and others are small-she ha?

she has seen 8 doctors and no one has answers, 2 were derm. i dont know what to do she is 4 years old and is always scratching, i feel so horrible for her and nobody can help, any suggestions???? please!!
