Is a tax on bankers enough to 'encourage' the banking system to be more responsible?

Not at all. The banks will just p on the loss to their customers in the form of higher fees, less service, etc. Now, if, along with this tax, the bankers also were charged with fraud for their conduct in these matters, and sent to jail when found guilty, I suspect that would do something!
