Is the charitable squeeze noted by USA TODAY Obama's fault?

The headline reads "Tax Uncertainties Squeeze Charities". Seems as if Obama's plans to let the Bush tax cuts expire is having quite a dampening effect on charitable donations. Can this guy get anything right? He wants to raise taxes during a recession? Oh, I forgot, he says the recession is over!
