What is the spiritual meaning or purpose of "the sow that was washed returning to wallow in the mire"?

Pigs do what pigs do. Unregenerate human beings do unregenerate things. The point is that unless God steps in and changes the person from the inside out, they will not change. Wash the outside as much as you want a pig is still a pig.
