Where can I get a device like this?

I want a device that can disrupt cell-phone signals so they won't work. I just want them to disrupt cell-phone signals within a 10 meter diameter of the device. I am tired of people disrupting movies I watch and ruining my sleep. I know it must exist, since signals are easily disrupted, especially by militaries. How and where can I get a device to nullify/neutralize cell-phone communication?
